New Water Service Line Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements. The DRA disallowed any increase for water service lines that landlord installed, and landlord appealed. Landlord claimed that the new lines and curb valve replaced old corroded pipes and increased water pressure to tenants' apartments. The DHCR ruled against landlord. The water service lines were mostly outside the property line of the building and weren't structural in nature. The DHCR's policy is that, in and of itself, this item isn't an MCI in and of itself.
