Among other things, tenant objected to a rent increase allowed for the installation of a new toilet bowl and flushometer. The DHCR ruled against tenant. Tenant submitted no proof in support of his claim that landlord got a credit from New York City for this installation, and it was a proper basis for an apartment improvement rent increase.
