New Refrigerator Installed During Vacancy

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that he was charged twice for an apartment improvement. There was no proof of this. Landlord installed a new refrigerator before tenant moved in and was entitled to collect a 1/40th rent increase for this improvement.
