New Piping Decreased Size of Various Apartments

Landlord asked the DRA for permission to reduce dwelling space in the kitchen and bedroom of tenant's apartment through the installation of a new building-wide plumbing system. This resulted in a loss of space to those rooms. The DRA ruled for landlord and reduced tenant's rent by $6.50 per month. Tenant appealed, claiming that the issue was previously decided when she filed a reduction in services complaint. The DHCR ruled against tenant. Tenant's rent was previously reduced for reduction in space, but the prior order stated that landlord could apply for a permanent rent reduction.
