New Pipes Decreased Closet Space

Landlord applied for permission to decrease required services in tenant's apartment. Landlord wanted to decrease tenant's closet space to install new pipes, as part of a building-wide installation. The DRA ruled for landlord on the condition that landlord reduce tenant's rent permanently by $6.00 per month. Tenant appealed and lost. Tenant's closet wasn't made unusable, even with the pipes. Allowing landlord to install pipes in the closets in tenant's line of apartments made the installation easier and meant landlord didn't have to break down walls to replace old pipes.
