New Lobby Security Camera System Not Working

The new cameras were placed throughout the building and were monitored daily by the security company and the building super.
The DHCR ruled against landlord. The DHCR inspection showed that there was no reception of the lobby surveillance camera in tenant's apartment through his television. The building super told the inspector that the feed from the old lobby camera used to be observable in tenants' apartments on TV Channel 6. Since there was no reception of any signal from the lobby camera in tenant's apartment, service hadn't been restored.
