New Linoleum Floor

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed, claiming that the DRA didn't calculate a lawful rent increase for installation of new linoleum floor. The DHCR ruled for landlord. Landlord could get a monthly rent increase of $1.28 for the floor.
