New Levolor Blinds

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that he made substantial improvements to the apartment before tenant moved in. These included new Levolor blinds. Tenant denied that there was new equipment in the apartment. At this point, he'd moved out of the apartment. In response to the new tenant's complaint, the DHCR inspected the apartment and found that there were blinds in good condition. Based on this and landlord's proof of cost, the DHCR ordered a monthly rent increase of $19.20 for the new blinds.
