New Leaks Not Covered by Dismissed Complaint

Rent-stabilized tenant complained of a reduction in services based on leaks in his apartment hall ceiling. The DRA ruled against tenant, based on an inspection showing no leaks. Tenant appealed and lost. Tenant claimed that there were now new leaks in the same area. But at the time of the inspection, there was no decrease in service. New leaks weren't part of tenant's initial complaint. Tenant can file a new complaint based on the new leaks.
