New Leaks

Tenant complained of a reduction in services based on leaks and water stains throughout the apartment. The DRA ruled for tenant. Landlord later applied to restore the rent based on restoration of services. The DRA ruled against landlord after an inspection showed there were still leaks. Landlord appealed, arguing that these were new leaks in the apartment that weren't the subject of the original complaint. The DHCR ruled for landlord and restored the rent. The leaks that had resulted in the rent reduction were repaired in 1995. Landlord said that new leaks occurred in 1998.
