New Landlord Must File

The DRA suspended all fuel cost adjustments for landlord's building for the year 1992. It found that landlord had previously gotten allowable fuel cost adjustments and didn't serve and file on time, in 1992, a report of fuel cost decrease required because the price of #2 oil decreased in 1991. Landlord appealed, claiming that the report wasn't mailed in by May 1, 1992, because it didn't become the managing agent until May 3. Landlord submitted the report with its PAR. The DHCR ruled against landlord.
