New Landlord Liable for Prior Landlord's Overcharge

Tenant complained of a rent overcharge. The DHCR ruled for tenant, and landlord appealed. The court and appeals court ruled against landlord. Even though the overcharge occurred before landlord bought the building, landlord was still responsible under the Rent Stabilization Code. Landlord also didn't prove that he was entitled to a rent increase for the installation of a new stove in tenant's apartment.
