New Landlord Didn't Get Notice of Tenants' Complaint

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants after inspection. Landlord appealed, claiming that it never received a copy of tenants' complaint. The DHCR ruled for landlord. Landlord filed a Report of Change in Identity of Owner/Agent with the DHCR on Oct. 31, 2006. This report listed new landlord's name and address. The DHCR's records showed that the DRA didn't send new landlord a copy of tenants' complaint. So the DHCR revoked the rent reductions and sent the case back for notification to new landlord.
