New Kitchen Drawers

Tenant complained of a rent overcharge. The DRA ruled for tenant. The DRA allowed some rent increase based on individual apartment improvements made before tenant moved in, including the installation of two kitchen drawers. Landlord appealed, submitting an invoice for four kitchen drawers costing $25 each. The DHCR ruled against landlord. Tenant claimed, and landlord admitted, that only two kitchen drawers were installed. So the DRA properly allowed an increase for only two kitchen drawers.
