New Intercoms Qualify

Landlord applied for MCI rent hikes based on the installation of a new intercom in each apartment. Tenants claimed that the new intercoms didn't work. The DRA ruled for landlord, and tenants appealed. The DHCR ruled for tenants in part. The DRA's inspector reported that the intercoms in two apartments didn't work. All other intercoms that were inspected were working. So for those two apartments only, there would be no MCI rent hike until landlord repaired the intercoms.
