New Intercom System Is Adequate Substitute

Tenant complained of a reduction in services based on landlord's replacement of the building's intercom system. The DRA ruled against tenant, and tenant appealed. The new intercom system was connected directly to tenant's telephone line and required tenant to use her phone to communicate with the building lobby. Tenant refused to allow landlord to install the system in her apartment. The DHCR ruled against tenant. The new system was an adequate replacement for the old system. It didn't increase the cost of tenant's telephone service. And it placed no other burden on tenant.
