New Intercom Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of an intercom panel and mailboxes. The DRA ruled against landlord. Landlord appealed, arguing that it had improved building security by installing an intercom panel outside a new lobby door. Since the new lobby door was approved for an MCI increase, the intercom panel also should be approved. The DHCR ruled against landlord. Landlord's installation didn't involve the entire intercom system, only the panel.

Landlord's installation didn't involve the entire intercom system, only the panel. Also, landlord submitted no proof that the useful life of the old intercom was exhausted, and it didn't change the intercoms in any of the apartments.
