New Inspection Required on Landlord's Application to Lift Harassment Finding

The DHCR denied landlord's application to lift a finding of harassment. Landlord appealed, and lost. Landlord appealed again. The appeals court sent the case back to the DHCR. The evidence in the case was piecemeal, conflicting, and outdated. The last inspection that addressed the issues in the case took place in November 1988. The court ordered the DHCR to conduct a new inspection, and to issue a new decision based on the results of that inspection.
