New Defects Found During Inspection

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord applied for restoration of rent, claiming that repairs were made. The DRA ruled against landlord based on an inspection that showed a number of conditions still existed in tenant's apartment. Landlord appealed. The conditions reported by the inspector weren't the same conditions listed in tenant's original complaint. The original conditions complained of had been repaired.
