New Boiler Didn't Cause Rusty Water

Landlord applied for MCI rent hikes based on the installation of new burner/boilers. The DRA ruled for landlord, and some tenants appealed. They claimed that the new boiler was causing rusty water to come through their apartment faucets. The DHCR ruled against tenants. An inspection showed that there was rusty cold water but not rusty hot water. So the boiler couldn't have been causing the condition. If tenants had a problem with the water, their remedy was to file a reduction in service complaint.
