New Air Conditioner Installed

Landlord applied for a rent increase based on the installation of a new air conditioner in tenant's apartment. The DRA ruled for landlord and raised tenant's rent by $11 per month. Tenant appealed, claiming there was no increase in services. The DHCR ruled against tenant. Tenant had agreed in writing to pay a 1/40th rent increase for landlord's purchase and installation of a new air conditioner.
