Mold Condition Made Apartment Uninhabitable

Tenant complained of a reduction in services based on mold in his apartment. The DRA reduced his rent to $1 per month because tenant couldn't live in the apartment due to the condition. Landlord appealed and lost. Landlord claimed that mold levels weren't that serious. Landlord and tenant each submitted reports from environmental companies to the DRA. In addition, the White Plains Building Dept. found that the apartment was unfit for occupancy. Based on this government ruling, the DRA correctly reduced tenant's rent.
