Mold and Mildew in Bathroom

Tenant complained of a reduction in services based on mold and mildew in the apartment bathroom. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant denied access for repairs, and that tenant didn't mention the mold and mildew claim in a court case going on at the same time. The DHCR ruled against landlord. Neither landlord nor tenant told the DRA about any court case. So it had no bearing on tenant's complaint. And landlord didn't show proof in the form of two certified letters that it had attempted to get access for repairs.
