Missing Vestibule Door Lock

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants. Landlord later filed a rent restoration application. The DRA ruled against landlord. Landlord appealed and lost. Landlord didn't make all the repairs required for rent restoration. Landlord claimed that any remaining items were minor conditions, but an inspection showed that the inside vestibule door lock was still missing. This was important to the building's security system and wasn't a minor condition.
