Missing Registration Statements

Tenant complained of a rent overcharge and claimed that landlord didn't register his apartment for the years 1985, 1986, and 1989. Landlord submitted copies of registration statements for the years 1987 through 1991 but no proof of actual filing. The DRA ruled for tenant and reduced tenant's rent. Landlord appealed, and the DHCR upheld the rent cut. The DHCR's records showed that the building wasn't registered in 1985, 1986, or 1990. Landlord filed the 1986 registration in 1992 after the DRA's order was issued. But landlord still didn't file the 1985 registration.
