Missing Light Globes

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants based on an inspection that showed light globes were missing from the second and third floors. The DRA later reopened the case and revoked the rent reductions. The missing light globes were found to be a ''de minimus'' condition that didn't warrant rent reductions. Tenants appealed and lost. The missing light globes were in isolated areas of two floors and weren't a widespread condition warranting rent reductions.
