Tenants complained of a reduction in building-wide services based on a number of claims. The DRA ruled against tenants, and they appealed. Among other things, tenants claimed that some window shutters were missing and/or defective. The DHCR ruled against tenants. Nonfunctional shutters, used solely for decorative purposes, were merely ''aesthetic.'' Landlord's failure to replace them didn't call for a finding of decreased services.
