Missing Cabinet Doors Not Properly Replaced

Tenant complained of a reduction in services based on apartment conditions. The DRA ruled for landlord and reduced his rent. The DRA later denied landlord’s application for rent restoration based on its claim that services had been restored. Landlord appealed and lost. Tenant had complained about missing kitchen cabinet doors. While landlord had installed some repaired cabinet doors in response to the DRA’s order, they didn’t close or lock properly.
