Mismatched Tiles

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for, and won, rent restoration based on the restoration of services. Tenant appealed and lost. Tenant claimed that landlord did bathroom floor repairs badly and that landlord had replaced floor tiles with a different tile size and color. The DHCR said an inspection showed that some tiles were mismatched, but that the repairs were acceptable. The fact that the new tiles didn't match exactly with the old tiles was cosmetic.
