Mismatched Floorboards

The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that the mismatched color of the floor in tenant's apartment didn't constitute a decrease in services. The DHCR ruled for landlord. At the time of the DRA's inspection, the only work remaining to be done in response to tenant's complaint was scraping and refinishing the wood floors.

The DHCR ruled for landlord. At the time of the DRA's inspection, the only work remaining to be done in response to tenant's complaint was scraping and refinishing the wood floors. A subsequent inspection showed that some floorboards were darker than others. These were all minor conditions and no rent cut was warranted.
