Minor Problems

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed and won. The conditions reported by the DRA's inspector were chipped paint on the bathroom wall near the water pipe and a hallway floor that made noise when stepped on. These were minor conditions that didn't warrant a rent reduction or an order to restore services.
