Mildew on Bathroom Ceiling

Tenant complained of a reduction in services due to mildew on his bathroom ceiling. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the bathroom ceiling was moldy because of tenant's neglect. The DHCR ruled against landlord. It didn't matter who caused the condition. It was landlord's responsibility to remedy the mildew, regardless of the cause.
