MCI Rent Hikes Granted for Facade Installation and Power Wash

Landlord applied for MCI rent hikes based on a facade installation and power wash. The DRA ruled for landlord. Tenant appealed, claiming that the work performed didn't qualify as an MCI and that three apartments were experiencing water leaks. The DHCR ruled against tenant because no tenant had objected to landlord's application. If water leaks continued, tenants could file service reduction complaints.
