MCI Rent Hike for Roof to Include Mobilization Costs But Not Engineering Fees

Landlord applied for MCI rent hikes based on installation of a new roof. The DRA ruled for landlord in part but disallowed any increase for the mobilization costs and professional engineering fees for the project. Landlord appealed and won, in part. The DRA should have included the contractor's mobilization costs, which were needed and directly related to accomplishing the MCI work. But landlord didn't show that the engineer's work was needed for a relatively commonplace roof installation that was supervised by landlord's contractor.
