MCI Rent Hike Granted for Repiping and Bathroom/Kitchen Modernization

The DHCR granted landlord’s MCI rent increase application based on repiping of hot and cold water lines, as well as bathroom and kitchen modernization. Tenants appealed and lost. Tenants claimed that the work was defective. But the DHCR’s inspector found no defects in the MCI installations. Tenants’ complaint of water leak damage was unrelated to the MCI. Tenants could seek rent reductions based on landlord’s failure to maintain services if in fact there were service issues.
