MCI Rent Hike Granted for New Security Cameras

Landlord applied for MCI rent hikes based on new building-wide windows and the installation of security cameras. The DRA ruled for landlord. Tenants appealed, claiming that the security cameras didn't benefit them since they still didn't see who was being buzzed into the building. Tenants argued that the security cameras were for landlord's convenience, to watch the garbage and snow pile-ups, and slip-and-falls. The DHCR ruled against tenants. Tenants didn't complain to the DRA about the security cameras and couldn't do so for the first time on appeal.
