MCI Rent Hike Granted for Facade Bay Windows

The DRA granted landlord's application for MCI rent hikes based on facade and facade bay window improvements. Tenants appealed and lost. Among other things, tenants claimed that they should pay no increase during a period between Aug. 28, 2011, and Oct. 15, 2011, when the building was mandatorily evacuated. The DHCR ruled that, if tenants believed there had been a reduction in required services, they could file a complaint with the DHCR on that grounds.
