MCI Rent Hike Granted for Elevator Upgrade

The DRA granted landlord's MCI rent increase application based on elevator upgrading, including a new elevator cab and flooring. Tenant appealed, claiming that some of landlord's costs duplicated others, and that the DHCR didn't perform an inspection before approving landlord's application. The DHCR ruled against tenant. The DHCR had already disallowed the cost of cab relining. But the new elevator cab qualified as part of the MCI increase. DHCR inspection wasn't required for MCI approval, and there was no reason presented that would warrant it.
