MCI Increase Granted for Work on Three Out of Four Elevators

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord in part, granting increases for work done on three of the building's four elevators. Landlord appealed and lost. Costs for one elevator were disallowed because that elevator wasn't operational at the time of DHCR inspections and costs paid to expedite the work weren't MCI-eligible.
