MCI Increase Granted for Pointing and Waterproofing

The DRA granted landlord's application for MCI rent hikes based on pointing and waterproofing of the building facade. Tenants appealed and lost. They claimed that the work didn't take six months to complete, that the price was above industry standard, and that the contractor didn't include his license number on the MCI application. But tenants didn't raise these claims before the DRA although given the opportunity to do so. The DHCR wouldn't consider claims raised for the first time on appeal.
