MCI Increase Granted for Heat Monitor

Landlord applied for MCI rent hikes based on the installation of a heat monitor, new boiler, and new roof. The DRA ruled for landlord and increased tenants' rents. Tenant appealed and lost. He claimed that landlord hadn't been supplying adequate heat, so no MCI increase should be granted for the heat monitor. Tenant submitted copies of two heat complaints he had filed with HPD. But there were no HPD violations for inadequate heat at the building at the time the DRA issued its order.
