MCI Increase Granted for Handicap Lift

The DRA granted landlord's application for MCI rent hikes based on installation of a handicap lift. Tenant appealed and lost. Tenant claimed that she should be exempt from the MCI rent increase because she had no disability, didn't have access to the handicap lift, and didn't need the handicap lift. Landlord pointed out that the lift was available to any tenants who needed it, was operated by a key, and that the super was instructed to give keys to any tenant who needed them.
