Landlord applied for MCI rent hikes based on the installation of a new roof with related coping and masonry work. The DRA ruled for landlord in part, but disallowed $5,000 for masonry work. Landlord appealed and lost. The proposal for the masonry work was submitted to landlord four months before the proposal for the roof work. So the masonry work wasn't done contemporaneously with the MCI and didn't qualify.
