Mailboxes Not Moved to More Secure Location

Landlord applied for MCI rent hikes based on the installation of a new intercom and mailboxes. The DRA granted an increase for the intercom but not for the mailboxes. Landlord appealed and lost. Mere replacement of mailboxes doesn't constitute a major capital improvement. To qualify, landlord must move mailboxes to a more secure area behind closed doors. Since the mailboxes were reinstalled in the same location, they didn't qualify as an MCI.
