Mailbox Removed

Tenant complained of a reduction in services because he had no mailbox. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that there was no mailbox since he bought the building, but that there was a mail slot in the door. The DHCR ruled against landlord. In answer to tenant's initial complaint, landlord had said that he removed the mailbox when he did pointing work, because it was broken. So there had previously been a mailbox, and it had been removed.
