Long-Distance Telephone Access Required

Hotel-stabilized tenants complained of a reduction in building-wide services. They claimed that the house phone system wasn't working. Landlord restored the house phone system while tenants' complaint was pending. But tenants still complained that they no longer were able to make long-distance calls through the house phone system. The DRA ruled for tenants and ordered restoration of this feature. Landlord appealed and lost. The house phone system previously permitted long-distance service.

Tenants should be able to use the house phones for long-distance calls, and should be billed for such calls on a monthly basis in accordance with the prior practice.
