Lobby Window Conditions Were Minor

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled against tenants. They appealed, claiming, among other things, that building lobby windows were dirty, and that the window casing and frame was peeling and chipped. The DHCR ruled against tenants. This was a minor condition that didn't warrant any rent reduction.
