Live-in Super Not Required

Landlord appealed, arguing that a live-in super wasn't a required service in the building. The DHCR ruled for landlord. Landlord's 1984 registration of services stated that landlord must provide maintenance services, not a live-in super. And in a prior order concerning the building, the DRA directed only that landlord provide maintenance services.
