Tenant complained of a rent overcharge. The DRA ruled for tenant and found a total overcharge of $167. Tenant appealed, claiming that the apartment improvement rent increase claimed by landlord was excessive. He claimed that landlord didn't install a light fixture it claimed as part of the improvements made. The DHCR ruled against tenant. Tenant submitted a photograph of the oven range hood with no overhead light. But landlord claimed that the light fixture in question was installed in the ceiling. Tenant offered no proof to the contrary.
