Tenant had rented two adjacent apartments at different times. The lease for the first apartment charged the legal regulated rent. The lease for the second apartment charged a preferential rent for a limited period. The apartments later were combined. Landlord was entitled to charge the full legal rent for both apartments upon lease renewal, and wasn't limited to the preferential rent.
